Rome could have had the slaves go back to doing what slaves were expected to do like help farmers, be in the military and business and have the homeless and poor Roman citizens that lost their jobs to slaves get their original jobs back.
The Roman government could have sent more slaves to war rather than sending citizens because when the citizens were gone slaves took their jobs and when citizens came back from war they had nothing.
the owners of the business's could give half of the jobs to citizens and half to slaves so that they only pay have of the people working for them so they still gain money in the business.
